I prefer WHMCS. I have used both of those that you mentioned and WHMCS is better then them both. It has a ton of features, and is very user friendly. WHMCS has everything you could ever need from a billing system!

If you are a big company , then Ubersmith is the best billing and ticket system for you. I know at least 3 big companies who are using it, 1 of them is a Data Center (Sagonet).
