Is an SSL Cert needed?
If I use Paypal for credit card processing do I need an SSL cert for the order portion of my website?

Yes, definitely. For one, it's a legal requirement in most countries (to be PCI compliant, etc). And also, it'll help to protect your customer's credit card details and all.

Accepting CC payments is more risky than accepting standard PayPal payments, hence why you must be PCI compliant and use SSL, etc.

You dont need SSL unless you are using Paypal pro, regular Paypal is done at paypal.com. There is no reason for you to have SSL

SSL is not required on your site if payments are being processed on PayPal site.

Ah sorry, I thought the OP meant CC processing via a PP merchant.

Yes of course, if you simply take payment via PayPal only then SSL wouldn't be a requirement.

(Of course, a billing system *should* always use SSL in my opinion)

Of course. Once you go out there trying every muscle you have to get clients, SSL is definitely recommended to increase the trust they have on you.

SSL is important to build trust with your customers. If your customers don't see that you support SSL in your orders and your orders are not executed via SSL, despite the fact that PayPal is the payment method, you won't build this necessary trust and you won't have customers - or you will have limited.

pgge3, I don't think so. Most of SSL certificates could be "hacked" without many effort, so I don't pay a big attention if sites uses SSL or not.

Plus, some "experienced" customer will complain about your site being completely insecure if they don't see that nice SSL icon.
