If you don't have reseller permissions, you should use easyhost, it basic but it does the job.

phpcoin is good but cluttered, for billing software i would say use WHMCS they cost but worth it.

from a free perspective you should probs go with phpCOIN, it is always updated a lot more that other scripts that are free

I also have to say whmcs is one of the best options currently available, but if you are truly looking for a complete and free system, check out freeside.biz

You can always find a hosting account with billing software included. Mine includes Client Exec and I'll stick with that until I get some clients and cash flow. Then I may consider switching to WHMCS

PHPCoin if your going free, WHMCS if you want cheap but great.
There's alot of hosting providers out there that offer FREE WHMCS and FREE clientexec with resellers. Browse the forum, Im sure you'll find one somewhere
