LinkPoint charges a monthly fee for their API and virtual terminal and no extra transaction charges. They also offer LinkShield as well to help protect you with fraudulent transactions. Their recurring billing module is free and you can control the rate of payment thru the API (every month, etc) and you do not need to go thru the virtual terminal.
Authorizenet.com will charge you a monthly fee plus a fee to use their recurring billing module (which you have to set up via the virtual terminal). Plus you have to pay a transaction fee as well.
Verisign willl charge you to use their API but they give you 1,000 free transactions. They also offer recurring billing for a fee as well. There is also a monthly fee to this gateway.
2CO is like a third party system - they resell your goods and services to your clients - but they do the scrubbing for you to help you with the fraud.
With an electronic payment gateway (like LinkPoint, Verisign's Payflow, Authorizenet.com) you will also need a merchant account as well.
I like paypal, iv not heard about freezing of account so im not aware of that.. but its pretty much instant.. and you can use it on most automated billing systems.
The paypal we had our account frozen about 4-5 years ago rough times I tell you. The reason was "we were transferring too much money" they thought we were doing something illegal.
As of today they have things handled as our paypal account is still active.

2checkout and paypal are what I generally use. These are both complete 3rd party systems so it takes some of the burden off of you as far as security goes.
